"Dark Winter" was a real world exercise to test the Emergency Response level to a Bio-terror attack on the United States of America that was launched in 2001. A few days after the launch of exercise the simulation became uncontrollable and predicted that the world will fall into civil disorder, a break down in essential institutions, and cause a massive increase in civil casualties.
On November 23rd, three weeks before the events of The Division, a day known as "Black Friday" a virus started to spread across the world. The virus was spread through banknotes and passed through into human skin, food, and toys. This soon lead to millions of people becoming infected with the virus causing the United States to fall into civil unrest, ass predicted by Dark Winter.
Issued by Directive 51 and based in New York City, a classified unit of highly trained, tactical agents was brought together under the name of "The Division". The aim of the group is to prevent a total collapse in society due to the infection of the virus.
The game is set in New York City and the player will assume the role of a Division member visiting many areas within the city, find food, scavenging, and securing areas.
During the gameplay reveal at E3 2013, players will be able to craft items. However, as of writing nothing else is known about the feature other than it will appear on the Smart Watch screen.

The game is being developed using the Snowdrop engine exclusively for the "next generation" consoles; Xbox One and Playstation 4.
